Dr. Parmley received his Bachelor of Science in microbiology from Brigham Young University in Provo, Utah, in 1977. He earned his M.D. from The Uniformed Services School of Medicine in Bethesda, Maryland, in 1982 and finished his internship at Letterman Army Medical Center in San Francisco, California, the following year. He remained at Letterman for his Ophthalmology Residency, which he completed in 1987. Dr. Parmley finished his fellowship training in cornea and external disease at Dean McGee Eye Institute, Oklahoma City, Oklahoma, in 1991.  He was the Director of Cornea Services at Madigan Army Medical Center and established the Madigan Refractive Surgery Center for the treatment of refractive errors in soldiers.   In 2003, he joined the Eye Clinic of Wisconsin.
